City council places moratorium on new billboards

Los Angeles City Council placed a three-month ban on new billboards Wednesday as the council seeks to review and revamp the city's policy on billboards, signs and electronic message boards, according to media reports.

Changes could come to both fees paid by companies wanting to put up a billboard and the locations that billboards can be placed. The ban does not affect signs currently under construction that have received permits from the city.

The ban comes as pressure comes from Los Angeles residents that claim that electronic billboards especially are becoming a nuisance in residential areas.

A leading opponent of billboards is The Coalition to Ban Billboard Blight, a group that is "committed to defending the urban landscape of Los Angeles against billboards and other forms of outdoor advertising that blight our public spaces," according to its Web site.

The ban received unanimous approval from the council.
